My opinion, is clear, russia is on full on subversive mission against the west, using anything avaiable, from child rape to what ever you can concsive.
Secondly, the germans have still a lot of issues, and misplaced guilt to purges.
That doesn't change that this pipeline may seem useless, why not on land, but it's too far advanced to not finish from an EROEI perspective !
