Could be draconian terms & conditions. More likely to be algorithms (automation) gone wrong.
When there (apparently) isn't the staff to supervise and/or override the automation, hugely bad channel ownership experience, much less content in the end, YouTube starts to implode.

Threatening to delete demonetised channels, channels which are not financially viable.
