Salvatore "sal" Fragione is an Italian immigrant to the United States. He owns a pizza parlor in Brooklyn, New York. A good neighborhood boy, Buggin Out (Giancarlo Esposito) becomes upset when he notices that the wall at his favorite pizza parlor displays only Italian actors on it. Buggin Out thinks that a pizza shop in a poor black community should feature black actors, so he starts to pick fights with people at the pizza parlor.
He even threatens to burn down the place if the owner doesn't start putting the right kinds of people on the wall. However, Sal disagreed, saying that a wall with only Italians should be there. When Buggin Out threatens to tell everyone what he thinks of him, Sal stops talking.
However, Sal's beliefs about what the "right kind of people" are soon challenged by Bugs, who is the town's new mayor. Now, if Sal isn't the right person for the job, then Bugs would probably have to take over for him. Sal, however, doesn't want Bugs' meddling to ruin his pizza parlor.
Bugs, meanwhile, becomes suspicious when he notices Sal's business dealings in several states. He begins to investigate, and discovers that Sal is really running a racket of extortion, kidnapping, and murder.
As the investigation progresses, Bugs realizes that Sal is stealing from many people who can't afford to pay him. When he learns that Sal is making an estimated $3 million a year, he decides to find out more information about his business. He calls Sal and tells him that he will expose his crimes if he doesn't stop. doing them.
Sal is furious, of course. He refuses to tell Buggin Out anything, not wanting Buggin Out to get any kind of information about his business or life. Buggin Out doesn't know what to do. He tells Sal that he won't give up his identity until Sal agrees, so that the FBI can arrest him and try to get the information they need.
Instead of telling Buggin Out, Sal takes on a friend, James, to keep secrets. he decides to take matters into his own hands and use James' knowledge to help expose Sal's crimes.
He makes a plan to get information from James by befriending him. Once he finds out how he was able to get it from James, he uses this information to expose Sal's crimes. He tells James that he has contacts in the Mafia and gets a list of names of the people who owe money to Sal and his businesses. He also gives James a map of Sal's place of business. Bugs tries to stop him by informing the authorities, but James manages to stop him.
Bugs, meanwhile, manages to get away. He goes to Las Vegas, where he plans to expose the entire operation. He meets with the FBI, telling them everything that he knows about the crime, including the names of the people who owe money to Sal and his business.
